Sure. Your IP is determined by your ISP. All the lawyers have to do is contact the ISP and see what account was associated with the IP at the time and they have you.

How likely is it that my ISP will find out if I use file-sharing programs such as uTorrent?

My friends keep telling me to do this but I’m wary of getting found out and losing my ISP connection or worse…

You should go under the assumption that your ISP will be able to tell if you are using a torrent client or similar file-sharing software simply from the patterns in your bandwidth usage due to how the software works. Peer2Peer software uses multiple connections at once & transmits a large volume of small packets. This sort of bandwidth usage does not present the same pattern of bandwidth usage as net surfing with a browser does.
But torrent programs are not inherently unlawful. A lot of open source software is distributed via peer to peer. Sharing copyrighted materials thru torrent software is what is illegal, not the software itself. Unless your ISP has specifically banned the use of peer to peer client software than there shouldn’t be a problem. One thing to keep in mind is if your ISP has capped your monthly bandwidth usage. For example, Comcast Cable has a 250GB per month bandwidth cap. This includes both download AND upload. If you do decide to use a file sharing program make sure to change the settings of the program to limit the bandwidth usage so as not to exceed the cap put on by your ISP. For
